Welcome to the website for the Salem Parkway Kroc Center Access Feasibility Study
The city of Salem, city of Keizer, ODOT, and the Mid-Willamette Valley Council of Governments are working with the Salvation Army Kroc Center, local stakeholders and the public to study alternative bicycle and pedestrian paths, bridges or under-crossings in the area of the Salem Parkway and Burlington North rail line to better connect neighborhoods to the Kroc Center, the future Claggett Creek Natural Area, and the rest of the bicycle and pedestrian transportation system.
This federally funded study will develop project alternatives. These alternatives will be reviewed by the public, the project's stakeholder advisory committee, and local engineering and planning staff. The objective is to identify a recommended project to add to City of Salem's and City of Keizer's transportation system plans, as well as the SKATS regional transportation plan.

SAC Meeting #6 (July 24, 2013) - Stakeholder Advisory Committee meeting to review work by the project team and consultants on refinements to Alternative H (at-grade path between Hyacinth St NE and Bill Frey Drive), plus options for improvement connections across Salem Parkway and along Hyacinth St. Click here for agenda and other meeting materials.
Stakeholder Advisory Committee Recommendation - At their Feb. 12, 2013 meeting, the committee reviewed information about the alternatives, and heard from staff regarding comments at the public open house, the online survey, and other community and group outreach during the month. The SAC discussed the merits of each alternative, such as cost and safety (see meeting summary here). The committee recommended a phased approach, with Alternative "H" being the first phase and Alternative "UC" be a second phase.
February Survey During early February, the project team conducted a survey that asked the public which of the three alternatives they liked best and reasons for their choice. The survey was available online (at this website), and on paper survey forms at the February 6th Claggett Creek Middle School Open House, and at the Keizer City Hall lobby. A total of 65 people filled out the survey. (See the survey questions and results here). The survey results were shared with the Stakeholder Advisory Committee at their February 12th meeting. A summary of that meeting will be posted soon.

Public Open House On Wednesday, February 6, 2013 from 4:00 - 6:30 p.m., the project team held an open house to show to the public the 3 alternatives selected by the Stakeholder Committee.
